As for your desktop PC it will be better to upgrade
the processor to Core 2 Duo or better Core i5
download the free Malwarebytes AntiMalware from www.malwarebytes.org
and run a full scan after updating its database
Better will be to run it in Safe Mode
you are right there is short circuit in the track and it is very easy to corect it when you open the pcb in "paint" and erase the short with white brush
better check the battery with a spare 12V automobile headlamp bulb, if the bulb lights up when connected to the battery, then battery is all right, so there must be something wrong with the charger
