I believe this ceramic disc capacitor is used as a breaker of some sort in this circuit. It seems to make sense as I had the cap tested at a local store, and the circuit doesn't power up when plugged in and power switch pressed.
I have a photo but cannot upload it here. The cap is just smaller...
