OS_TMR_TICK is used as timer correction constant for some AVR & PIC timers.
Macro OS_Is_Timer() is used for PIC while separating system timer interrupt from other interrupts. They are optional just don't use them.

74HC126 and 74HCT126 will work with 5V targets good enough, but without them icd will work even better. For 2V - 3V tagets you have to use 74AHC126, 74VHC126 etc. They have 5V tolerant inputs when Vcc = 2V - 6V.
But it's not your case (20MHz @ 4.5V - 5V)
