simple current sensing
What common mode voltage do you have? What the Vdrop across
the sensing element that you are using. This is what will set the difficulty and performance of the circuit required.
According to part miner, Intersil manufacture the part. I think they are now Fairchild (for discretes). Have you tried them? Unfortunantly, Part Miner has not datasheet available.

If the tank is metal, and exposed to the weather, what will happen
when the metal (without water) goes from above the the water temperature (say during a hot sunny day), to below the water temp (say on a cold windy day with lots of wind chill)? Your algorithm would need to cope with that.

Making "good" front panels is not that hard.
My technique is to print on Overhead Transparency Film, using
FrontPlatten designer (or similar).
If you need LED light holes, use a black circle with a hole in the
middle (the black helps stop light bleeding through).
After printing in Reverse...
Don't forget that if your sensing system is converting the voltage from the sensor with a ADC, the accuracy and stability of the voltage reference will have a big effect too! Sometimes the voltage reference can be as troublesome as the sensor itself.
