    Essentially, Im unsure whether or not a Multiplexer is the tool I want to use in order to solve this problem within Verilog. Basically, if the input of y is 0, 1, 8, 15 so 0000, 0001, 1000 etc, it bit shifts a 28-bit X, one time to the left, else, it shifts it two bits to the left. My question...
