Actually there are many IC dedicated to battery monitor applications. You may find one that suits your needs.

I agree with AdrianN. Just use VCVS. Set the gain at say, 10000, that's 80dB.

Yes, just connect your input to Vin. And connect GND to your system ground. GND will always be 0V. I am assuming your input is single ended here.
If your input is differential, you can't use this part. The thing like Vin=+10V and GND=-10v should never happen...
