parameter for the set_max_fanout is value and port or pin list, syntax set_max_fanout value port|pin list
but i hope so thats not your problem you need to know which port or pin need to be listed and why?

ecoAddRepeater is used for adding cells or instance but this wont be much efficient.,
any how we can use this for adding an new instance and not for connecting two floting cells or instace.
if we need to delete a some instance in the middle of level ie, if we have a filp through port...

you should try to get library pins and load this pins in get_lib_arc -from launching_point -to capturing_point
(for geting pins you can use get_lib_pins * you can also specify a particular cell get_lib_pins cellname)
