maybe you can use SIMetrix from Catena and PSIM to simulate buck converters to tailor your compensation needs.

this is acceptable,however it is only applicable for low power applications,but it is not efficient and not isolated.with step-down transformer is always a good design and safe to use.

do you have schematics about your PSU?
Is is the 28V output comes from SMPS?If yes you can provide schematics so that i can help you to modify it from 28V to 33V.Since it is only increase with 5V the voltage divider reference can be trimmable.

Is this SMPS?if there is a trimpot for trimming the output,you can adjust it by turning the trimpot then measure the output voltage.Some SMPS has a trimpot to trim the output.

chargers have a transformer w/c is a switching transformer,you can only achieve 24V with 2A using flyback topology SMPS using an input of AC mains(offline).main advantage of this topology is isolated,the input is not connected with output because of switching transformer.you can use link below...

Thanks for commenting on my posts,greatly appreciated.PIC18F4520 has only UART pins and has no USB pins(if this could be PIC18F4550,USB pins are readily available),so madeel can only use USB to RS232 chips(prolific or ftd) to have connections with USB but in serial mode.This is also use in link...
since you are using PIC with no USB pins but with UART,you can use prolific or ftd232 chips but you in serial port mode not in USB.
