Thanks for trying to help , Looks like my understanding on how to use 2 coil latch relay was wrong ( I was trying to use DPDT as 2 individual SPDTs , which i understand now is not correct due to SET and RESET coils coming into picture)
But using 2 Coil DPDT as a single SPDT switch...

I had implemented Microstrip Filters (HAIR PIN) for X band Application also and saw a shift of 400 MHZ , i.e i designed for 9.4 GHz with 600Mhz BW but ended up with a filter of CF 9 GHZ and 800MHz BW ....so i decided to fabricate a bunch of filters with varying CF and BW ...i analyzed all...

If u dont want to use a coupler then other option is to use a Arbitrary Waveform Generator for generating Multi tone signal at the frequencies that u want!!!

How can u give input to Combiner and Expect a stable power level waveform at RF+LO?? the result will be
product radiative interference hence power level cannot be estimated...
