the resistve load is a pure resistance load such as resistor, whreras inductive load such as ideal coils , and capacitve load is like ideal capacitors ( the difference between capactive and inductive load one makes the current lead the voltage and the other is the opposite)
the usage of by pass capacitor is to block the DC conponent of the input signal.
the capacitor is model as short circuit because the capcitor allow the AC to move through it.

the difference is that the 1/2 w resistor can stand more power ( current) that the other one. usually the 1/2w is greater in size. Acually, which one you should choose depend on you aplication, some need high current and others need less.

the average valure is the DC component in the AC signal, whereas the RMS is the effective value that would generate a heat through a resistor like DC.
