the length of the PCB trace could have an impedence transformation effect. how long is your trace? you need to cal out the trace to make a correct measurement at your reference imput impedance. if not you are measuring at the wrong reference for comparison.
most handset antena uses higher permitivity and multiple narrowband matches by shorting pins.
air and foam is not really suitable for handset. more used in base station. and no saving of size using air or foam

the l-probe feed will be quite difficult to manufacture at high frequency have you tired using any substrate for the probe or are you using form or air?
the stacking performance at about 5GHz was tested before and should be located in either electronics letter or one of the conferences...
