Core is something inside PCB between copper layers. But i never saw "metal core". Thick metal base in IMS PCB is opened at one side for cooling. I don't understand how you using metal core.
When i rout PCB at first i place big elements and make trial rout for understanding how to do this board and problems that can rise. After several trial variants i place resistors, capacitors and other small elements and make full rout to the end.
Traditionaly electroplated nickel/gold or carbon coat has been applied over copper tracks used for keyboard contacts. But maybe somebody knows about another technology for it? I need something more robust than carbon but without electroplating.

Nobody usually use solder mask at home. But it possible. Try to find "film solder mask".
