Try adding the hole as a pad, in the padstack for the pad set all layers to be the same size as the hole or smaller.
Next select the hole type as non plated.
Then add the pad to wherever you want it on the PCB and fix or lock it so that it does not get moved by accident.

Use the cam outut to generate your NC drill file.
For the board outline the easiest way is to generate a gerber file using only the board outline mechanical layer you have used.
You could use AutoCad but as it cannot generate excellon of gerber format files they would have to be DXF files...

Where are you based?.
Protel is not a good tool to use as a newbie to PCB design. It full of useless junk that will confuse you. as for the cost it costs the same as Pcad.

To get Pcad files into protel they need to be in ASCII format and then Protel will import them, The silk legend and text will get messed up but you can fix that.
If you no longer have Pcad then you may want to see if there is anybody on the Yahoo group...

If you are using Protel2004 you can use the component body manager to select the image shown in View3D. It will give you some options on how it should dsplay the block, once chosen it will store the info in the PCB3D lib file.

Before you waste time trying pads, which is a fairly good piece of software, Take a little time to look at the cost, A basic system is about thesame cost as Protel/Pcad but you do not get many features as it is modular. You get what you pay for.
