assume an led connected to a pin of micro.if anode connect to micro and cathode connect to gnd it is source mode.if cathode connect to micro and anode connect to vcc it is sink mode.
connect your keypad to 74923,then out put interrupt of this must be connected to micro.when you press any key micro goes to interrupt routin , then you can read output of 74923.

then: YX"+XY'=aXY;
X"/X+Y"/Y=a;
X"/X=m1;Y"/Y=m2;that m1+m2=a;

avr vs pic
I think PICs are suitable for control electronic device but AVRs are suitable for processing (for example dsp or registerical process).In PICs pin controling is easy and in AVRs register controlling is easy .
