Should I remove the 1k resistor from V. GND circuit?
For filtering should I add a large value capacitor at the power supply input?
About the non inverting part: I had already tried previously with non inverting, but I had the same problem. so I switched to inverting mode and the problem persists.

did you mean to say that the amplifier at the output stage should be in non inverting mode?
U3B is used to create a virtual ground.
The input to twin T notch filter is the output of bandpass filter.

I have constructed an ECG circuit but I am unable to get the output.
Here is what happens:
I get a noisy output from INA128, I filter it with the band pass filter. I get output from the bandpass filter too. Everything is fine until here.
I do not get any signal at the output of notch filter...
