I'm new at this. I need to find out the proper way to split a layer with dual power planes. I want to do a 4 layer PCB:
L1 - signal traces
L2 - Split layer with 5V and 3.0V planes
L3 - ground
L4 - signal traces.

I need to design an ACDC 10W 5V EPS in a small PCB. The reference designs I find all use choke for EMI. Is the choke really necessary to pass EMI testing for FCC? Most of commercial 5W EPS do not use chokes, they only use common inductors and filter caps. At what power level do you need to...

1. CAPACITIVE TRANSFORMERLESS POWER SUPPLY or
2. RESISTIVE TRANSFORMERLESS POWER SUPPLY

As defined by the GSM standard, any GSM phone has to support the basic set of AT commands but the manufacturer has the option to add their own extra commads.
