Interesting, how accurate do the IR/RED wavelengths need to be in order to make oxygen sensing work? I understand for optical blood glucose sensing the LEDs need to be very specific.
You arnt telling us enough. What sort of frequency, over what range? Are you tuning to change bands, or just to lock the signal in phase with another?

Theres a simpler way. You need a very small resistor, eg a length of cable that can take the current, but has a high enough resistance to produce a voltage you wont have to amplify much to use a voltmeter with.
Depending on what you have you could also make a shunt for an existing current...
