I was wondering which is best to use to multiply very low frequency as in about 0.7 hz to about 9 hz. is an all-digital PLL (74hc297) or a DPLL(74hc7046) what i need?
Please help if you can.

I am trying to build a circuit to multiply frequencies of between 0.4hz and 4Hz by a 12. Which is best to use for such low frequencies, PLL, DDL DDS or DPLL?
And apart from PLL (which I kind of know what I need to buy) what are the additional components I'll need to buy in addition...

what does it mean if the datasheet of 74hc4046A claims the minimum center frequency of the device is 12 Mhz? Can this center frequency be reduced to fit in other applications?

I have been trying to design a pll to multiply square wave corresponding to a frequency of about 1.2 Hz using cd4046 by 12. I've not built it yet but I want to know if CD4046 can synthesize such low frequency and if it can work on square wave input.

Thanks Element_115 for replying to my post. Actually, it is a square wave input I'm looking at. It is a comparator representation of pulses which vary in frequency, making the square wave vary also in frequency. I have a sample of the input signal attached to my earlier post.
