Generally, 2 layers PCB without complicated graphic and normal trace width and via diameter,
the price will be very cheap. Like 90USD/square meter.
And 4 layers is not totally twice as 2 layers.
But the premise should be the design it within fabricator's capability.

I think for normal PCB, use FR4 is good.
But for the Analog ,Digital ,High speed design and RF design , it is better you use Rogers, Taconic,Arlon.
And some time even BT material from MITSUBISHI is essential.
