Did you say you are updating the display 5 times a second?:?
The display only needs to be updated when there is new data.
Are you updating the whole display or just parts?
Also, what kind of project is this?

First, 16F84 is a dead model.
Start with the ones in Nigel's tut's (web link above).
These are a good place to start, they have lots of built in features. Then move up to a 16F87x series.
The 18F series are only realy needed for complex projects. They have more instructions and more built...
Most of the time the lines aren't driven up like they should. Check that all the signals jump from 0v to 5v and mclr jumps from 0v to 12v+.
I have also found that small caps are needed on the data and clock lines
