Well You can limit the no of users of DHCP on your router to the no of computers on LAN-1.
Then Assign a static IP on your problematic machine of the same subnet.
This will eliminate every chance of IP conflict.

I guess, you have 3 options.
1. You can consult Dell for technical support, (which you have done) but try once more.
2. Get your BIOS refreshed/reinstalled.
3. Install VMWare (Linux Version) on Linux and create a virtual machine on it and then install Windows XP SP2 on that Virtual Machine...

You can download "Packet Tracer" "NS2" to simulate the project. I guess "Packet Tracer" would be better for you.

But I have a confusion,
Now a days SIP is being used to carry voice using the concepts of NGN. Although SIP is used to establish connection, but when connection is established, which protocol is then used to carry voice packets? (RTP, H.323, H.248, UDP)

Well, that is a better solution. I have VM-Ware installed on my machine and that is the most optimal solution i have.
But as you said that this is an optimal solution. Every one has its own choice.
