For binary, maybe you can try context-based arithmetic coding. You read the bit stream and create a big context table to count the occurance of all combination, within a maximum length, of course. After a long bitstream, if some contexts have a much bigger count than others, that is it.

There is no such thing as Best IC. It really depend on the application, such as the MIPS, PM, DM, interface, cost, power. I admit Ti does very well in DSP processor, but doesn't mean always the best choice , and DSP IC covers much more than just processor.

Isn't it G.729 annex B. I believe every books on speech coding including G.729 will have a brief explanation about this, or you can check out the ITU G.729 document.
