According to Neoway M590E hardware design manual, for proper operation of the sim, pins 11 & 14 (SIMIO, SIMVCC) of modem should be having high-level signals.
But in my case, both pins are zero volts after power on with 3.97 volt supply. Pull-up resistance used between both pins is 4.7k ohms...
