PLC is most simple than M.Processor ...
because we can programme PLC in running if we need ..but not for M.P ....
the LADDER logic programming is so simple than C or other language ...
PLC is sutible for Temp and other envoirments....
if you need s-7 5.1 lecience key you can find it but the other version.
so if installed a lecience key to PC then can not use that another PC.
and i do,t know about the security of PLC.simply you code or Password it...

and in it used S-7 400 and ET 200 .for control one of these VEGO madule.....
What is ET 200 and VEGO???????

u can use LADSIM for this purpuse .
and view simulation with out attached PLC (hardware).
Added after 1 minutes:
U can used STEP-7 Lite software .which have no Lecience key req for activation.
