I have always just used a 1 or 2 watt 12volt bulb, and a 5 watt 6 volt bulb. I agree that this doesn't stress the power supply, but at least you can see that it is working (and you can measure the voltage across the bulbs).
word of warning, don't run switch-mode power supplies without a load...
