You need :
1) USB to UART Converter(Must be 3.3v). This can be FT232RL or CP2102 Modules.
2) https://github.com/esp8266/Arduino

You can clearly do what you want. In fact you dont need an arduino or any mcu.
ESP8266 is an programmable Wifi module. You can upload your sketch with Arduino IDE or LUA.
You can switch your relay by the help of a tansistor.
