    tl431 pc817 seems little compliated for me... I decided R4=(200-30)/3mA=56.7K,R1=2.5K,R2=197.5K,c1=0.1u,VD1=30V, is this ok???? how to determine R3 and R in series C1? Added after 5 minutes: and , how to achieve the maximum LED current (+ some margin).
