How do I get hspice to dump process parameters (and their values) it is changing for each monte carlo iteration?
Any option or command to write it in a file?
Selection of tech. library depends on your design objectives. But here are couple of sources you can download liberty file and compile it using LC to get .db

Answer is YES. How would you do that depends on the tool.
Every mature PnR tool has option to set this attribute to false on list of cells. You'll have to refer to manual to find the syntax.
