hope u know wat actually voltage means....
it is the deficiency of electrons on one side than another ie one side has more electrons than other....
so in case of capacitors when it is charged to 'n' voltage, one side has more charge(e) than other, and when u short it , the charge flows...

In any case, to communicate with a GSM modem(transmitter-receiver) you should be familiar with AT commands.
You should also know the structure of the GSM data ie where the sender no: comes ,where the receiver no: comes etc...
