    Dear, There is no need for Ground Plane for an SRR. SRR in principle working in magnetic field , and it show some inductance , while the capacitance is formulated between the gap edge. best regards

    length is same or different

    Yes , it used like that in order to compensate for frequency shift.. after you use the tapped coaxial input it could be the frequency will shift a little bit and in order to compensate you change the resonator lenght..
