I guess that would "mirror"? However, Allegro will then move the symbol to the other side of the board and you would need change the required layers.
But I can't imagine what footprint you would actually want to mirror? If the footpring is mirrored the component won't fit in real life...(unless...

Ie type "funckey r iangle 90" in the command window to enable rotation with r key while moving.
