I need to know the micro controller in PIC or 89cxx of very low power dissipation
About <1uA in ideal condition & maximum 4 mA in running condition

Simply just write code in vb.net
you have to take system date and send it your USB port
In the PIC programming read the data arrange it
and Display on whatever you want

Check if crystal is working or not because your power dissipation is much lower
than your circuit components thats why i suggest you replace the crystal
and Check all voltage levels on each IC pins

Actually You might be seen that glue in some CFL tube circuit holding electrolytic capacitors i don't know exact name but you will easily get it on nearby Local Electronics market
Besides of glue you can connect two PCB's by soldering 'L' shape leads from one...
This project takes input from 5 users using 5 remote controls and it goes to Embedded System
Embedded System is connected to PC
PC gives the output in who's answer is right & who's not
I have used VB.NET software for this PC interfacing to Embedded System
