The "Border Roaming Protocol" tools monitor LU requests towards HLR. They match the VLR in the LU request with the IMSI. If the VLR is different form home the LU is denied and SIM will try to make LU in another VLR. The same idea is applied to steered roaming.

XCDR..the Transcoder

The capacity of the lines is calculated using Erlang B formula (see wikipedia for more) and will show the capacity offered and the capacity requested. The formula works on call attempts registered and mean holding time (average call time).

I don't understand the question.
In GSM there is the AuC node which assures that the events (calls, SMS, SS invocations etc) are ciphered and encrypted. You can find plenty of information on the internet. What else do you need about the security?

Depending on the country you can apply for e MVNO license. It will allow you to use the network of another GSM provider without having your own.

As I said depends on the function. Yes it can be a different GT for MSCs and for VLR. It will require SCCP routing on GT and SSN and not on SP. There are different SSNs for VLR and for MSC, GMSC. Here you have a list.
