Why don't you use two 2x1 multiplexers, one having +27, -27 at 1 and 0 inputs and other having -27 and +27 at 1 and 0 inputs. The output of your two multiplexers will then provide you the necessary voltage swing you are looking for.

I guess the poster is trying to do a number of sequential operations iteratively. A simple for loop as described above is useless in such a case, since all the operations are performed concurrently in HDLs. Use State Machines for such a case.
Yes I have gone through the same problem. What I did was to use Leonardo to Synthesize the design and generate EDIF. I used Xilinx 4.1 to import the EDIF and do place and route.
