to make sure whether your progaram works correctly, try to probe the network using wireshark. read the messages and figure our why there exist a problem.
you don't need windows server, all network softwares that support client/server, server side can be actually insalled on any workstation. so you need only the ip address of server side software.

europe chose 32 bytes because of diameter of it's network, US chose 64 bytes due to longer diameter, so the standard picked the mean.
