In general you need to create all the PCB footprint you need. Orcad/Cadence does not provides generic PCB footprint libraries.
And yes, it is required to manually add the PCB footprint to any component in your symbol library.

From the "computer side", PCIe is like PCI. So if yo want to communicate with your device, you need a device driver (if you use linux, you can access your device from the user's land using mmap).
