I found the problem. if your location in windows isn't any English talking country. Altium don't read/write config documents exactly.
Shortly altium wants western european(windows 1252) encoding.
Hello, I don't change altium shematic and pcb default values permanently. (.dft files)

I have been using ICD2 with PIC16F876A and It's been working for PIC16 and PIC18 series perfectly. I also have a few PIC24FJ32GA002 but my ICD2 is not supported this series because of 3V3. Some of friends on the net say, "We can program with ICD2" but I dont know...
