The trouble is that they are hard to find in my country and has to be shipped so they become expensive. But I found some ICs on this site.

I dont know whether they are available, I just found the circuit in the above site. But can you give the circuit diagram for an another remote control circuit with more available components.
The IR circuit also works but it needs an IR Receiver circuit. Can somebody please give me one.
Also I would like to know why it needs 2 photo diodes.
