There is no closed form solution. You have to integrate it numerically.
The function is very smooth between 0 and \pi. so you can use a low order Gaussian quadrature method. But before that, get a basic book on numerical analysis and try to improve your math skills.

I don't get the point. Why do you want to use a TM mode? In rectangular waveguides TE10 or TE01 are always the dominant modes and you are surely going to excite them before a TM mode appears...
Assuming a cutoff freq of 150 MHz and a normalized waveguide (a=2b), you need a 1m x 0.5m waveguide for a TE10 mode (a bit large) Are you sure you want to use a waveguide for this freq?
In a rectangular waveguide neither m nor m subindex can be 0 for TMmn modes

200 um is not unrealistic at 25 GHz It's very usual. Nevertheless, your specs are a bit fuzzy. What should be the attenuation in the stop bands? Flat or equirripple bandpass?...

S parameters are actually power-wave ratios [W]^1/2. You cannot assume that all you reference port impedances are the same. I know, I know, we all are working with Z0i=50 but I'm a little academy biased :-)
If you put an ideal ground plane between the two substrates, there will be no coupling between them.
You have to put slots on the ground plane or vias between cond and cond2

I have used it to design an HF (3-30 MHz) filter bank and it works fine (at least for me)
Be careful, i'ts not a synthesis tool but it's useful if you know (more or less) the number of turns you need.
You can design a half length dipole at whatever freq you want and you don't need any sophisticated tool (freely NEC versions are enough, even paper and pencil). I think vfone says that, even if you can built it (two arms of 1.5 mm length) it will not work as an antenna. Losses will ruin its...
