    S11 and gain relation

    fr4 doesn't good work on frequency bellow 4Ghz. You have a big losses at 4.88ghz and 6.88, so you have a good S11 and bad gain. You can try to use rogers 4003 or other substrates with similar characteristics.

    A 4-way power divider suggestion without resistor

    If you don't use resistors in Wilkinson divider, you don't have isolation between outputs. But VSWR and insertion loss does not change.

    Do you have a filter on supply gate? Can you show schematic circuit? Maybe, you can have spurious feedback.
