Pullup and pulldown resistors can be used for different purposes. Generally speaking they keep the line to which they are connected to a fixed level through a quite high impedance generator. Due to this high resistance the level driven from the pull up/down can be easily overdriven

The choice betwen inductor or capacitor filter components is based on the impedance of the circuit in which they are inserted. You can find a lot of information on murata web site
In a CMOS structure there is no steady state current flow because only one of the two switches is on.
However during the switching transient the output/load capacitance must be charged/discharged and both switches can be on at the same time for a short time.
So CMOS structure dissipate power...

I do not think a flywheel has a second order electrical model(capacitor and inductor) but a first order one (capacitor and resistor).
