I think you can make the circuit using typical TV remote controller ( sony or toshiba) and use AVR u to receive the data so you can get many channels and it will be cheaper

I can tell you how to control your Palm with PS/2
you can connect the Keyboard (PS/2) to the micro controller (AVR)
and very simply you can get the charecters from the Keyboard and resend it
to your palm using RS232 then you can program it to receive these chars...
