You are correct in that is sends the control signals through the power lines.
No, I don't have schematics. If you do a google search though you should be able to find more info on the protocol.

It is pretty good but probably at this point only better than Zigbee because they got a head start. Zwave is still young and a lot of deives aren't out yet and some of the kinks still need to be worked out....

Also, I believe you are probably 220V out there.

I agree, but, I think it's exciting enough technology that it could become a standard. Other examples of this are X10 itself and UPB.
The issues with other RF based (other than Lutron) lighting control systems is that Lutron owns the patent on 2-way communication, via RF, for lighting...
