The differences are specified by the inner archicture, programming, interfase & periferals.

The switching speed means the speed at whitch the switching transistor turns off/ on.
It depends on the sw. transistor type, gate (base) driver circuitry, etc.
It doesn't correlate with the PWM frequency.

Try searching this forum in books section using this keywords.
Also "Control systems design" or any Automatic Regulation Theory books would do.

I advise that you try MicroCUP v7 simulator for this purpose.
The program has a build-in analog filter design tool which is very friendly & easy to use. There are also some sample circuits.
The best way to build the circuit is still to use for it any specialised analog SMPS-controller IC like some Unitrode (TI) parts or so.
These IC's have been specially designed for use in SMPS circuits & have all the features needed to effectively control this circuits (regulation, protection...
The simplest way you can get a negative stabilised voltage using only these regulators is if you can obtain a transformer with two (three) separate windings on the secondary. Just don't connect the rectified "-" to the common ground.
Then you'ld get three separate isolated outputs of 15, 15 & 5...

You may place the components at the breadboard, any piece of isolating material your imagination can tell.
Another way is to buy FeCl3 at the local shop...
