You can connect the 12-V fan to the battery terminal, but make sure that you connect only to 12-V not the whole battery because some UPS use series battery connection (to achieve more than 12V, e.g.: 24V or 48V).

One of simplest solutions is to contact Siemens Service Centre and to ask them how to connect the phone as a GPRS modem.
My Siemens phone (A62) is GPRS capable but it cannot function as a GPRS modem.

For sensitive electronic device, you had better put some protection device and voltage regulator.
But, most car accessories/equipment (e.g. car CD/DVD player is usually manufactured with all constraints in mind .... they have already incorporate voltage regulation...

Limit it using HV fuses or circuit breaker.
I believe you have an HV switchboard to connect the main line to the transformer and the switchboard should have some protection devices. In my place, my MV switchboard's protection device is fuse.
