    The easies way, better start from chipset. There are many chipset profider for GPS ie: Navtech, or Atmel, or Motorola. After choosing the chipset, then start to get their reference design, to have your own GPS.

    at+csq signal strength It happen on almost all GSM modem, better add microcontroller to reset automatic, ie every 5 hours. The best reset is by dsiconnect the power.
