that should be the "break before make" implementation. Each inverter will add a delay, ensuring a faster turn-off of the switch by the NAND, while the NOR will turn on the switch later. Consider two of this switches getting controlled at the same time, one should be opened, the other one...
Decrease the increments in your DC analysis from 10 (at the moment: .dc Vin 0 -3.3 10) to e.g. 0.01. That's your voltage step/increment. At the moment you only cover "1" step, as your voltage span of interest is only from 0V to -3.3V.

@std_match of course you are right. I was suspecting the doubled power by the wrong use of the attenuator, and it looks to me it is set to 0 dB. But in the picture a a 50 Ohm terminator can be seen on a BNC-T connector as well.
An attenuator is a series element with a certain attenuation e.g. 10 dB. A termination will be connected towards GND. Please clarify what are you using, or better show us what are you using.

I assume the devide marking is "660A". It is manufactured by Fairchild. It might be the NZT660A PNP transistor, check if it make sense by its connection in the circuitry.
