All circuits doesnt work in Air conditioned environments. Particular devices such as a PC which will have a processor which will generate heat when working and the heating will directly affect the efficiency of the same. Normally the same will be cooled with heatsinks attached and any further cooling like placing the equipment in an Air conditioned environment will further improve its performance.
