Pitch display or nonsense?

I have found this circuit on the net and they claim it is a tone display, i.e. it will display the pitch of audio by lighting the appropriate leds.
Is this eally the case?
If so how does it work?

It is only part of a bigger design. All the schematic does is provide a dot or bar display according to the voltage on the 'input' pin. Some other circuit has to convert the tone to a voltage first.
