LEDs power requirement same as its rating?

When an LEDs power requirement is for example **broken link removed**, does this mean that you must provide 15W of power otherwise you will damage the unit? Or reduce its output?
 

15W is the maximum power.
It better not to use maximum power rating. you can safly operate with 10w or 12
